Low Cost Domestic Sourcing – Making the Model Work

For over two decades, sourcing for services across both IT and Business Process sectors has gone global. The shift “offshore” has caused vigorous debate among industry, government, and the media on the impact of globalization on U.S. innovation, and the socio-economic effect on the U.S. workforce. In response, IT services providers have been examining ways to deliver more cost effective IT solutions domestically by looking at new U.S. locations as potential sourcing destinations.

TechAmerica Foundation was pleased to host a presentation by Peter DelGreco, Vice President of Operations, Maine & Company and Jim Damicis, President, PolicyOne Research, Inc. who provide da case-study of how the State of Maine was able to successfully implement low cost domestic sourcing.  The discussion included:

  • The importance a strong political environment to support objectives of low cost domestic sourcing;
  • Identify what the business community can do to realize LCD implementation; and
  • What other tools can be utilized as part of a larger effort, including economic redevelopment to achieve full low cost domestic sourcing.

About the Presenters

Vice President of Operations
Maine & Company

As Director of Client Services since February 2004, Peter manages Maine & Company’s site selection projects. Peter has worked on Maine & Company’s most recent and largest successes, including T-Mobile USA, NotifyMD, athenahealth and Boston Financial Data Services.

Peter also manages the Maine Investment Exchange (MIX), Maine’s leading introduction forum for entrepreneurs and early stage companies searching for risk capital. Peter identifies potential investors and recruits MIX presenters, working directly with entrepreneurial companies to perfect business plans for investor presentations.

Prior to joining Maine & Company, Peter worked in Boston and Washington, DC running an independent, gourmet food distribution service. Under Peter’s management, sales at the company’s Washington, DC location increased over 300%.

Peter is a graduate of Colby College and he earned his MBA from the University of Southern Maine.

PolicyOne Research

Jim Damicis is founder and president of PolicyOne Research.  Jim has more than 20 years experience in economic and business development and public policy research and analysis.  With PolicyOne, Jim has worked for numerous states, regions, and communities on evaluation and strategy development for their economic development and industry support efforts.  Jim currently is responsible for evaluating all of Maine’s research and development programs for the Maine Office of Innovation.  He is also responsible for management of Maine’s BRAC-IT grant to grow business demand in the IT sector.  He was a principal investigator on an “Assessment of Maine’s Industry Clusters” in 2008.  Jim has earned a Bachelor of Arts Degree in Economics and Political Science from the University of Connecticut, Storrs, and a Master of Arts in Public Policy and Administration from the Edmund S. Muskie School of Public Service at the University of Southern Maine.
