The Honorable Thomas M. DavisTom Davis was first elected to office in 1979, winning a hard-fought campaign to represent Mason District on the Fairfax County Board of Supervisors. This would be the first of 14 straight victories, a winning streak spanning three decades.

In 1993, after spending 12 years as the Mason District supervisor, Tom defeated the incumbent chairman of the county board, taking the top elected office in Fairfax County, Virginia. Despite a severe economic downturn and a county budget deep in the red, Tom was able to implement a number of reforms that resulted in Fairfax being named the best managed county in the country by Governing Magazine.

In 1994, Tom successfully took on another incumbent, this time winning a seat in the U.S. House of Representatives to represent the 11th Congressional District of Virginia. He was the first freshman in 50 years to be given a subcommittee chairmanship, taking the gavel of the Subcommittee on the District of Columbia. View full biography.


Darren B. Ash is the Deputy Executive Director for Corporate Management who provides policy direction, leadership and oversight for information technology (IT), information management, information systems security, space planning and facilities management, rulemaking, acquisition management, centralized administrative service activities, and human capital planning and human resources planning, policy, and program development at the NRC. He also serves as the Agency’s Chief Information Officer, Chief Freedom of Information Act Officer, and Senior Accountable Official for Data Quality.

Prior to joining the NRC in 2007, Mr. Ash worked as Department of Transportation’s (DOT) Associate Chief Information Officer for IT Investment Management.

Mr. Ash began his government career with the Internal Revenue Service and then worked at the Department of Treasury. He received his Bachelor of Arts in International Studies from American University in Washington, D.C. View full biography.


Martin J. BollingerMarty Bollinger is a Senior Partner with Booz & Company, a $1.3 billion global management consultancy with 3,300 employees. He serves senior executives of global aerospace and defense companies on issues of business, technology and operations strategy. He also serves on the Booz & Company’s global Board of Directors. He has worked from Booz offices in New York, London, Sydney and DC.

During Marty’s 26-year career with Booz & Company (and its predecessor, Booz Allen Hamilton) he also supported US government clients including the FAA, NASA, Department of Defense and the intelligence community. He served on the executive team for Booz Allen Hamilton’s US government business and the Booz Allen Hamilton global Board of Directors.

Marty earned an MBA (with distinction) in Finance from the Wharton School of the University of Pennsylvania and a BSFS (cum laude) in International Economics from the School of Foreign Service of Georgetown University. View full biography.


Byron CallanByron Callan joined Capital Alpha Partners, a Washington, DC-based policy research firm in December 2010 as a Director to cover the defense sector. He also is responsible for related NASA and other aerospace issues. Capital Alpha’s primary goal is to provide superior research to institutional investors.

Prior to joining Capital Alpha, Byron was a Portfolio Manager at Lion’s Path Capital where he focuses on industrials, aerospace and defense equities. He joined Lion’s Path in 2010. Previously he was an analyst and co-founder of Perella Weinberg Partners’ Aerospace Defense Security investment fund from 2007-2010.

Byron was a Senior Vice President at Prudential Equity Group, LLC from September 2005-2007. He was responsible for equity research of the aerospace/defense sector. Pierre A. ChaoPierre Chao is a Managing Partner and co-founder of Renaissance Strategic Advisors, a strategy and financial advisory firm. Pierre brings over 20 years of management consulting, investment banking and policy expertise in the aerospace/defense industry.

He is also a Senior Associate at the Center for Strategic and International Studies, a Washington D.C.-based, non-partisan defense and foreign policy think tank. He was a Senior Fellow and Director of Defense-Industrial Initiatives at CSIS from 2003-2007. At CSIS he directed a team of five focused on policy issues related to the defense-industrial base, including defense industrial policy, acquisition reform, trans-Atlantic relations, export controls, and technology/innovation policy.

Before joining CSIS in 2003, Pierre was a managing director and senior aerospace/defense analyst at Credit Suisse First Boston from 1999-2003, where he was responsible for following the U.S. and global aerospace/defense industry. View full biography.


Francis A. FinelliFrank Finelli joined The Carlyle Group, a global private equity firm, in December 1998, where he is a Managing Director focusing on leveraged investments in the defense and aerospace sector, as well as dual-use products and technologies. He has led deal teams on numerous acquisitions and financial restructurings, including one of the first U.S. purchases of a continental European defense company.

Previously, Mr. Finelli served as the legislative assistant responsible for defense, intelligence, and foreign affairs for Senator Dan Coats (R-IN), Chairman of the Airland Subcommittee, Senate Armed Services Committee, and member of the Senate Select Committee on Intelligence. Mr. Finelli reviewed defense procurement and research and development programs. He also developed legislation, presented speeches and published articles associated with defense transformation and joint experimentation.

Dr. Garrison-AlexanderDr. Emma Garrison-Alexander became Assistant Administrator for Information Technology in May 2009.

As the Assistant Administrator and Chief Information Officer, Dr. Garrison-Alexander leads TSA’s IT office with an annual budget responsibility of nearly $400 million. She is responsible for developing and managing central policies for all of TSA’s IT requirements as well as developing and implementing IT initiatives across TSA.

Prior to TSA, Dr. Garrison-Alexander served more than 20 years with the National Security Agency, starting as an Electronic Engineer and holding leadership positions in Technology and Systems, Signals Intelligence, and Information Assurance.

Brett B. LambertBrett B. Lambert joined the U.S. Department of Defense (DoD) in 2009 as Deputy Assistant Secretary of Defense for Industrial Policy in the Office of the Under Secretary of Defense (Acquisition, Technology and Logistics) (OUSD (AT&L)). Mr. Lambert serves as the principal advisor to the USD (AT&L) on all matters relating to the defense industrial base, including industrial capabilities and assessments; defense industry mergers, acquisitions and consolidation; preservation of essential industries and technologies; and other related matters.

Prior to joining the DoD, Mr. Lambert was a Managing Director for the Civitas Group. In this role he provided strategic advisory services for companies operating in the intelligence, homeland defense, and national security sectors.

From 1989 until 2007, Mr. Lambert held positions of increasing responsibility at DFI International, a national security consultancy he built with the founder. Mr. Lambert assisted in the sale of DFI 2007. View full biography.


William LoomisMr. Loomis is a Managing Director at Stifel Nicolaus & Company, Inc., a wholly owned subsidiary of Stifel Financial Corp. (SF-NYSE), a full-service regional brokerage and investment banking firm, established in 1890. He provides research coverage on the government information technology and professional services industry, including Booz Allen, CACI, Dynamics Research, ICF, Mantech, NCI, SAIC, and VSE.

Mr. Loomis joined Stifel following its acquisition of Legg Mason’s capital markets group in 2005. Prior to joining Legg Mason in 1997, he followed the IT Services industry for Ferris, Baker Watts, Inc., for seven years.

Mr. Loomis has received various awards and recognitions for his research and stock picking performance. Most recently, Mr. Loomis was ranked second among stock pickers in the IT services industry by Financial Times/Starmine for 2009. He also ranked fifth among stock pickers in the Internet and technology services industry. View full biography.


Roberta TerkowitzBobbi Terkowitz joined IBM Corporation in 2001 as a Client Manager. She is currently the Federal Cloud Lead, engaged in business development for IBM’s cloud-driven Smarter Planet initiatives. Prior to joining IBM, Ms. Terkowitz worked for Memorex Corporation, Amdahl Corporation, and ViON Corporation in a variety of roles including systems engineering manager, product manager, sales representative, and director of marketing. She also worked for two years for OBLOG, a Portuguese software company, as president of their US subsidiary. In 2008, Ms. Terkowitz was one of the first participants in IBM’s Corporate Service Corps, often described as a corporate mini-Peace Corps, and worked for the African Wildlife Foundation in Tanzania on sustainable livelihoods for villagers in buffer zones around the national parks.

Ms. Terkowitz has been a team lead for the TechAmerica Foundation’s Vision Conference (and its predecessor, Government Electronics and Information Technology Association) for several years, serves as the Chair of TechAmerica’s Strategic Forecast Council, and was one of the authors of the Industry Advisory Council’s study group paper.
