Tom Sisti is Senior Director and Chief Legislative Counsel in the Washington office for SAP America. He represents the company before the U.S. Government and industry associations, provides counsel on legislative and policy matters, and serves as the Subject Matter Expert (SME) on procurement and technology program issues. Before joining SAP, he was Vice President for Law and Policy at the Washington Management Group, providing procurement and IT policy consulting, and Vice President for Consulting at INPUT.
Prior to consulting, Tom was Senior Counsel to AT&T Government Solutions. While there, he was in-house counsel for defense and civilian programs, and he served as SME for all government procurement policy issues, providing advocacy support and representation.
Tom also served as Counsel to the U.S. Senate Committee on Governmental Affairs (now the Homeland Security and Governmental Affairs Committee), chaired by John Glenn (D-OH). He was the principal counsel responsible for the landmark Federal Acquisition Streamlining Act of 1994, which implemented the findings and recommendations of the Section 800 Acquisition Reform Panel. He also served as oversight counsel for major telecommunications and information technology initiatives.
As Procurement Counsel detailed by request to the U.S. House of Representatives Committee on Government Operations (now the Oversight and Government Reform Committee), chaired by Jack Brooks (D-TX), Tom assisted in oversight investigations of major IT programs and worked on legislative reform initiatives, such as the Procurement Integrity Act. Tom also served as Chief Counsel to the GSA Board of Contract Appeals (GSBCA) and Counsel with the Government Accountability Office (GAO).
Tom has written, spoken, and worked on the breadth of procurement reform and oversight initiatives since the late 1980s and has been singled-out for his work in furtherance of sound public policy, receiving, on four different occasions, the Federal Computer Week Federal 100 Award. He serves as Chairman of the Procurement Policy Committee of the Technology Association of America (TechAmerica), TechAmerica representative to the multi-association Acquisition Reform Working Group, and Member of the Board of Advisors to the Coalition for Government Procurement. Tom also is the former Vice President for Law and Policy of the Bethesda Chapter of the Armed Forces Communications Electronics Association (AFCEA).
In addition to receiving his J.D., cum laude, from New York Law School, Tom also earned his M.A. in Economics from the SUNY Center at Stony Brook, and his B.S. in Industrial and Labor Relations from Cornell University. He is a member of the New York and District of Columbia bars.
