As the founder and CEO of GCE, Ray Muslimani recognized the need in the federal government for financial management solutions that minimized the risk and cost associated with large systems implementations while delivering tangible value to the government and system users. His vision to introduce a new model of financial systems management and implementation to the federal government was achieved with the GCE Shared Service Provider Appliance, SSP Appliance.
With the SSP Appliance, Muslimani and GCE deliver federal customers a pre-configured, pre-integrated FSIO compliance financial management system, with a full range of services, including data migration, implementation, change management, and complete production and operational support. This new model takes the burden off of the federal customers by ensuring they can access the latest technologies, maintain federal compliance, and focus on their core mission.
Since founding Global Computer Enterprises (GCE) in 1998, Muslimani has led prime contract wins for financial management solutions, including the United States Coast Guard, General Services Administration, Transportation Security Administration, Department of Homeland Security, Department of Transportation and Department of Labor. Before founding GCE, Muslimani worked at Computer Sciences Corporation (CSC) for ten years leading financial management projects for the United States Coast Guard.
Muslimani brings a valuable business perspective as a leader of a small business operating among large federal IT contracts. His business is also directly impacted by government mandates. He, therefore, offers first-hand knowledge of the origins of failures of IT programs and the path for success from both a contracting and delivery perspective.
