Hugh Taylor is vice president of Washington Office Operations for Northrop Grumman’s Information Systems (IS) sector. In this role, Mr. Taylor represents the IS sector activities and interactions with members of Congress and the executive branches of the federal, state and local governments. He also works closely with Northrop Grumman’s corporate Government Relations organization and corporate lead executives. Mr. Taylor is based in Northrop Grumman’s corporate office in Rosslyn, Va.

Previously, Mr. Taylor was the president of the Civilian Agencies group, for Northrop Grumman’s Information Technology (IT) sector. The group had sales in excess of $1B providing network solutions, systems integration, biometric systems, IT consulting and IT services. The group was also responsible for the Northrop Grumman’s Health IT business. Mr. Taylor also spent a period as the interim CIO, leading the company’s IT strategy, ensuring that IT investments aligned with company goals. He provided direction as the IT organization partnered with customers and suppliers on innovative solutions that build the company’s top-line growth and bottom-line efficiencies.

Earlier, Mr. Taylor was president of the Commercial, State and Local group. The group provided IT solutions and services to state and local governments and private industry, focusing on meeting customer needs in the areas of IT outsourcing, human services solutions and public safety/homeland security.

Under Mr. Taylor’s leadership, the Commercial, State and Local group experienced profitable double-digit organic sales growth each year, and won high-profile contract awards in systems integration and outsourcing services. These include contracts to design, implement and maintain New York City’s public safety broadband wireless network; to integrate and maintain the biometric system that supports law enforcement agencies throughout the United Kingdom, and to provide IT outsourcing services throughout Virginia in an innovative public/private partnership with the commonwealth.

Mr. Taylor has received many honors throughout his career, including being named to the list of 2008’s Most Important Blacks in Technology by the editors of U.S. Black Engineer and Information Technology magazine. At the 2007 Black Engineer of the Year conference, he received the Technical Sales and Marketing award, which acknowledges exceptional leadership in the development, marketing and sale of cutting-edge technologies. He has a bachelor’s degree in business administration from Marist College, Poughkeepsie, N.Y.
